As a proper information "mess" has emerged on the Slovak Internet in recent days regarding the fees of Slovenská pošta, we would like to put it in perspective. This is how it will actually be:
Basic fee 9,- € with VAT applies to a shipment in which it was necessary to contact the addressee and manually fill in the missing data. Reduced fee 4,- € with VAT applies to a shipment where it was necessary to manually fill in the missing data.
Minimum fee 2,- € with VAT applies to a shipment where no operator intervention was required and the customs procedure was fully automated.Slovak Post has decided to temporarily reduce the above fees. Basic fee 9,- € with VAT will be reduced to 4 € with VAT and a reduced fee of 4 € with VAT will be reduced to 2 € with DPH. The temporary adjustment of fees should last until January 1. septembra 2021.
This means that a fee of MINIMUM € 2 will be charged for each package from Chinese warehouses. And even if you already pay VAT at the seller, when the package passes the so-called "Automated customs procedure", where the authority checks whether VAT has actually been paid. New fees of Slovenská pošta
If you are not interested in your shipment being cleared by Slovenská pošta, but you want to arrange everything yourself, prepare not only for the new fee, but also for other duties. First it is necessary to inform the post office that you are not interested in using their services in the customs procedure.
You have to do that at least 48 hours before the entry of the consignment into the territory of Slovakia through a document entitled Disagreement. You can send it by e-mail to the address refusal.eck150@slposta.sk or by post to one of the customs declaration departments.
However, you will not avoid the fee of 4 € for submitting the shipment to the customs office, storage and related actions. So if you want to solve everything yourself, the fee will cost you 4 € with DPH.
Lower fee when using postal services
The interesting thing is that if you leave the customs declaration lodged by post, in some cases you will pay less, only 2 €. The following 3 scenarios are considered, each with a different fee.
The first the possibility is that you do not express disagreement with the use of Slovenská pošta's services, when the post office will try to file a customs declaration in an automated manner, without the intervention of a post office worker. In this case, you will pay a fee 2 € with DPH. However, the condition is that the post office will have all the necessary information from the transport company or the sending post office. However, it is not known exactly what this information must contain. Then the assessed VAT (VAT for the goods themselves) will be paid by the customer upon receipt of the shipment.
The other scenario is that you also do not disagree with the use of postal services, which will try to file an automated customs declaration, which, however, will not be successful due to missing information about the shipment. Such a consignment will be stored in the warehouse of a temporary obstacle and the employees of Slovenská pošta will fill in the missing data manually. The post office will then file a customs declaration, but you will pay a fee due to the necessary intervention of the post office worker 4 € with DPH. Then the assessed VAT (VAT for the goods themselves) will be paid by the customer upon receipt of the shipment.
Third, the most expensive scenario is if the automated lodging of a customs declaration by the post office fails, but the worker will not be able to complete the missing data as they will not be available. The shipment will be stored in the warehouse again and the post office worker will contact you and ask for additional data. Then he files a customs declaration and you pay 9 € with DPH. Then the assessed VAT (VAT for the goods themselves) will be paid by the customer upon receipt of the shipment.
Temporary reduction of fees
Slovenská pošta decided to 1. septembra 2021 to reduce fees, which result from the unsuccessful automated submission of the customs declaration (scenario 2 and 3 from the previous chapter). Fee 4 € is thus reduced temporarily to 2 €, and also fee 9 € is reduced to 4 €.
However, keep in mind that if your shipment is stored in a temporary barrier warehouse longer than 18 days, you pay for each additional day 50 cents.

In my opinion, Slovenská pošta had enough time to come up with some sensible solution for the application of the new rules for the taxation of low-value consignments, but unfortunately this did not happen. I was interested in 3 different scenarios of customs procedures, in which the consignee cannot basically know in advance exactly which scenario will occur and thus how much he will ultimately pay for the goods or whether it pays to order them or not. Of course, Slovenská pošta offers the possibility to refuse its services as an intermediary in customs proceedings and has the audacity to ask for a fee. At the same time, it set conditions for the refusal of the intermediary's service in such a way as to minimize the decrease in future income from this business activity. As far as the form "expression of disagreement" is concerned, I do not see the consent of the person concerned (addressee) with the processing of personal data, which probably does not bother anyone either.
