He has certainly noticed the new customs rules that affect the delivery of consignments from countries outside the European Union. They came until 1 July 2021 and concerned the abolition of the tax exemption for products up to € 22. Slovenská pošta then also announced new customs duties, which caused great controversy.
Now, however, Slovenská pošta is planning innovations, including changes in the delivery of shipments from China, especially with AliExpress.com and Wish and pointless customs duties should end completely.
Slovenská pošta news: Agreement with AliExpress
The key to success, which is convenient and fast delivery of packages, is an agreement between both partiesnami, i.e. e-shop and Slovak post. Large Chinese platforms, such as AliExpress.com or Wish.com, are trying to build warehouses directly in European Union countries. In addition, however, various agreements are also being made with local companies that deliver these packages.
Česká pošta has long concluded a contractual cooperation with some Chinese e-shops, including the most famous Aliexpress, and pays the necessary fees directly for their help. Now a similar agreement will be concluded by Slovenská pošta, which in interview for the Živé.sk portal confirmed directly General Director, Martin Ľupták. Agreement will enter into force in mid-November.
"Yes, large e-shops have this option. That is why we have taken steps to join the agreement with the Czech Post, AliExpress and Wish. " said Martin Ľupták, General Director of Slovenská pošta, for the portal životní.sk.
However, why does Slovenská pošta not sign its own contract, but merge with the Czech one? The Director-General replies: "We can do it ourselves, but it would take longer. Since they already have a contract with the Czech Post, it is easier for us. "
Under the new agreement already consignments of the final consumer will not require additional payment of duty and they should be as well delivered faster. To this end, Slovenská pošta plans to purchase several dozen electric scooters for postmen and also up to 500 unspecified electric cars for couriers.
The post office experienced a drastic decline
Several months have passed since the new July VAT law for consignments from third countries. During that time, Slovenská pošta customs cleared only one-fifth of what they had planned.
Asked about the relatively low number of Chinese consignments for tax and customs clearance, Luptak said: "Yes, it's dramatically less than we expected. We expected 50 thousand proceedings a month, there are 10 of them. It's significantly less. "
"For now, my colleagues reassure me that it's a temporary state, because the holidays, because the first 2, 3, 4 months - and then it returns to normal. I received a report for the first seven weeks. The citizen had the opportunity to clear it through the post office or the financial administration portal. Of the 200 shipments, 199 made customs clearance through the financial administration portal and 800 via the post office. Some people were angry, we explained that the post office was just implementing the new legislation, and we still didn't explain it to many. " the CEO continued.
"It happened to us that a shipment from China came to us via Solomon Islands for 50 cents, and when the lady had to pay a fee of 2 euros, she did not take over the shipment. The Chinese began sending us shipments via the Solomon Islands or Kazakhstan. They adapted to the new conditions incredibly quickly. Low value shipments from Asia can cause us huge problems. ” revealed Martin Ľupták.
How are shipments and packages from the EU warehouse taxed?
In addition to the mentioned contractual cooperation, the General Director of Slovenská pošta also commented on packages that are already after tax or popular shipments that are delivered from European warehouses of Chinese sellers.
"But some shipments arrive without any action. AliExpress will already send the taxed product straight away. At the same time, it cooperates with post offices in the surrounding countries - it has a contract with them and pays fees directly for their help. And when you ordered something from Asia and the shipment came from a European warehouse, it does not come to Slovakia as a shipment from a third country, but as a shipment from the EU. It is therefore in free circulation. " concluded Luptak.
Our experience with orders from China after the new July law
Here you can see how quickly Chinese e-shops have been able to adapt to the new conditions of the European Union and have reinvented themselves. We have the same experience, new packages come even from Chinese warehouses without VAT or customs surcharges. Aliexpress even started delivering packages through courier companies and completely bypasses Slovenská pošta, certainly due to set fees.
In addition, packages run much faster, usually from the age of 15 days, see for example our order of Xiaomi gloves. We also noticed that Aliexpress began delivering smaller packages more efficiently, specifically merging several smaller packages into one large one.
This service is called Combined Delivery, ie Combined delivery. In our case, there are up to 11 orders that Aliexpress has combined together in its European logistics center and will deliver to us as one large package. We received a notification about the connection of orders to Aliexpress.
We also have excellent experience with orders from the currently largest global e-shop Banggood, which also reacted very quickly and launched a new duty-free transport called Banggood Express. This works through the well-known Packeta (Zásielkovňa) and the packages are already cleared, without the need to pay anything extra. The same scenario applies to their further transport to the EU Priority Line, but mostly this takes place via the GLS courier.
